Acetone/petrol/perfume are highly volatile substance i.e. they vaporize at a lower temperature. These substance takes the required latent heat of vaporization from the palm as they vaporizes. Hence, our palms feel cold.

Our palm feels cold because when we apply acetone/perfume it vapourizes taking the latent heat from our hand. thus making us feel cold. This phenomenon is also known as cooling effect of evaporation
