Pure acetic acid is called as glacial acetic acid .It cannot conduct electricity, because it does not contain water and cannot dissociate into hydronium ions and acetate ions.
Where as in the other hand, acetic acid in water can conduct electricity because it can split up into hydronium and acetate ions.
CH3COOH (aq) ---------> CH3COO-(aq) + H3O+
