Distilled water cannot conduct electricity because it does not contain ions while rain water conducts electricity as it contains ions due to presence of dissolved salts in it.

distilled water is a neutral solution which contains same number of H+ and OH- ions so there is no flow of electrons where rain water contains more H+ ions so rainwater conducts electrocuted whereas distilled water donot
