why does rough surface have greater friction then smooth surface?

Because on rough surfaces irregularities of surface cause an interlocking due to which it creates more friction and as smooth surface has very less irregularities so it can move easily and hence less friction.
eg - If we pour water and anyone goes over it, unnoticiably he falls as the surface of water cuts the contact of our feets with ground
