That's due to the amount of the atmosphere the sun's light needs to travel through before reaching your eye. When it's close to the horizon, light travels through 3 to 6 times more atmosphere than when the sun's high in the sky. The more air it travels through, the more the light is refracted, due to the atmosphere, and any pollutants that may be in the air at the time.
