The speed of light is different in different media because the two media has different optical density
When light travels from a medium with low optical density to a medium of high optical density it's speed decreases. This is because in optically denser medium the particles are closely situated and thus when the light travels through it the particles block it's way and thus the speed considerably decreases and Vice versa
