Because the light coming from the stars get refracted continuously due to the earth's atmosphere because of which sometimes the light is brighter sometimes fainter.So stars appear to twinkle.

the stars actually don't twinkle but some of them are bent and as they are far away and keep moving they appear twinkling stars
