- upper atmosphere air temperature need to be around freezing that is near Zero celcius
- Surface temperature also needs to be near freezing or Zero. If it is not, then even if the snow forms in upper layer, it will melt and fall as rain by the time is reaches to surface
- Abundant water vapor presence in the air
Telenaga's weather is not that cold. It does not reach to Zero degree celsius. This region mostly has hot and dry weather with no moisture.
Thus this state does not receive snowfall.
