Wax is the substance which vaporizes during burning there by giving flame. Wax is a petroleum product and it is used in candles, therefore when the wax melts, it rises through the wick and is vaporized during burning and produce flames. On the other hand, Charcoal does not vaporize and sodoes not form a flame.

A candle burns with a flame because when a candle burns the wax changes into vapour and this vapours burns and produces flame. But on the other hand coal cannot changes into vapour or can't vapourise during burning so it does not burn with a flame.
