Answer: Because the fishhawk is smaller than an eagle (eagles weigh about 10lbs to 18lbs , ospreys weight about 3lbs to 4½lbs)
Explanation: the fishhawk cannot fight with eagles to defend its fish, because it is easier to catch another fish without fighting, on the other hand, the eagle that also knows how to fish, but makes it worse than an osprey, so eagles will always prefer to steal a fish from an osprey, or eat dead fish they find floating, rather than catch one themselves.
