Why does the General not want to be treated by doctors trained in Germany?

Sadao who had been trained in a foreign country. According to General, German trained doctors were not as knowledgable kind and sympathetic towards their patients as Dr Sadao who was an american trained doctor. Thus General feared to trust a German doctor for his treatment.
