Why does the government need to work at different levels?

as at governmental level there are many works that couldn't be done by a single person or community

As India is vast country , it is required to form various levels as all the levels could not be administered by single people or authority. Each level of administration is accountable for administering services and all the institution raise capital through various forms of taxes or assessments to pay for the public services which is provided by the Government. Each level may be fully accountable for providing assistance top the citizens , and moreover different level of administration such as dividing authorities between center, state and local level will help to solve the issues more smoothly and also increase jurisdiction and accountability.
