Why does the Indian Prime Minister, Narendra Modi, appear in Rajya Sabha when he is the member of Lok Sabha?​

It was so because we are having two types of bils which are introduced in the parliament -

1.public bill

2.private bill

public bills are introduced by public members( only those who are cabinet ministers). And they can introduce the bill in either of the house

but private members are only the members of parliament, they can introduce a bill only in their concerned house.

for example Rahul Gandhi is a member of parliament from lok sabha house and morehover he doesn't enjoy any cabinet ministry, so he is a private member he can only introduce a bill in his house ie. lok sabha.

but Narendra Modi is a public member so he can introduce a bill in either of the house.

for ex. Arun Jaitley, the current finance minister of india is a member of rajya sabha but he introduced the budget bill in lok sabha because he is a public member.

This power comes to the cabinet ministery from article 88 of constitution
