Why does the liquid rise in a syringe when its position is pulled up?

When the piston of a syringe placed in a liquid is pulled up, the pressure inside it becomes less than he atmospheric pressure acting on the liquid..as a result, the atmospheric pressure forces the liquid to rise in he syringe..
