The old man expresses his worry about the two goats because he knew that the cats could look after themselves , and the pigeons must have flown away and the only animals who could not escape were the goats so he could not think what would have become of others .

* if deep meaning the cats are strong people who can look after themselves and the pigeons are the people who could run way from the situation and the goats were the weak people who suffered the war.*

therefore, HE was worried about goats because he could not help themselves because they WERE FAR VERY WEAK TO DO SO.

The old man expresses his worry about his two goats because he knew that the cats can look after themselves very well and pigeons must have flown away because their cage was left open by the old man. The only animal who could not escape were goats so he could not think what would have become of them. He was not concern about cat and pigeons but he was very much concerned about his goats because he was thinking how they will escape.
