Answer : The the poet contrast the two of them that is the sea and the transient feet. The poetic device in transient feet is transferred epithet because the human life is short lived and not the feet. It contrasts the two because the sea remains the same but her mother is no more, that is her life goes on, the mother died, she has grown up. Now her mother's laugh( as mentioned in the poem) is the Shirley Toulson's memory.
