why does the poet refer to crown of ishtar

The poet has compared the rain drops to the pearls from the crown of Goddess Ishtar, the goddess of love and war. The rain drops that fall from the sky, glisten and shine just like the pearls of the crown on Ishtar's head. 
He meant by this is that the rain is the pearl falling from the crown of goddess of planet venus's
