The poet William Shakespeare refers time as being sl.uttish because it has the power to destroy and damage the things. Things get worn out and damaged as the time goes on. No one can stop the time from destroying the things. It keeps changing and it is quite unpredictable. It can turn peace into war. That's why time is referred as s.luttish.
