Why does the poet regret following the ‘voice of education’ in the poem, ‘Snake’?

The poet actually likes animals and respects their rights,However his voice of education says that black snakes are innocent where as golden snakes are dangerous.The voice in him says that he is a coward as he is not able to kill the snake.The fast wriggling movement of snake which was initially slow and calm made him think that he has done something wrong
