Why does the ship float on the water surface while submerine inside the water surface........To which does these situation connected?

Law of flotation.

A floating object displaces a weight of fluid equal to its own weight. Every ship, submarine, and dirigible must be designed to displace a weight of fluid at least equal to its own weight.

A submarine or a ship can float because the weight of water that it displaces is equal to the weight of the ship. When the submarine is on the surface, the ballast tanks are filled with air and the submarine's overall density is less than that of the surrounding water.
