The phenomenon occuring is known as osmosis. In this the moisture present inside our fingers flows out due to the presence of hypertonic solution of detergent water. This causes our skin to shrink.

Clothes are washed with soap or detergent solution. The solution is hypertonic as compared to osmotic concentration of our skin cells. The washing solution, therefore, results in exosmosis in the skin cells that come in contact with it for some time. Due to this reason, the skin over the fingers shrinks while washing clothes for a long time.
