When we wash clothes, our hands are exposed to water for a long time. Since our skin is porous, osmosis occurs i.e- water flows from higher concentration to lower concentration such that the water is not entering through out skin but is actually leaving, making our fingers shrink.

I think this is the correct answer although I'm not entirely sure.

Becoz our hand are always oily that makes it water proof but this oil is washed out by the micelles formed by the detergent used for washing. But it is also possible that your hand would shrink with out using detergent if kept in water for long. Detergents are specialised in washing oils i.e. hydrocarbons.
