When we put our hand in water for a long time we feel shrinkon our skin. ... But staying in water for a long time washes away the sebum. Then, the water can penetrate the outer layer of your skin. This causes your skin to become waterlogged and wrinkly.

Our fingers are also made up with cells.
When we dip our fingers in water for long, the solvent molecules which at present in the cells of our finger moves out as solute is less in the concentration gradient that's why the cells in our finger loses water and hence our finger shrinks .
