Because our atmosphere contains atoms and molecules have different sizes. According to their sizes, they are able to scatter different wavelength of light. The water molecules scatter the colours of other frequencies. All such colour of other frequencies reaches our eyes and white colour appear to us.

But in a cloud, sunlight is dispersed by enough water droplets. Those scattered colors nearly equally meaning that the sunlight continues to settle white and so giving the clouds seem white toward the background of the blue sky.
