Because the air flows in the summer is dry so the smell of perfume easily mix with it. But the air flows in the winter is not dry or we can say that it contains moisture so the smell of perfume failed to mix with it.

the molecules of the perfume travel slowly in the winter since the temperature is low and the atoms are less active. in the summer the molecules are much more active since it is at a higher temperature. with a higher temperature, the molecules mingle with the atmospheric air quickly which allows the perfume to spread faster in the summer. essentially, an increase in temperature excites the molecules while a decrease in temperature "freezes" the molecules.
