why does the speaker of the poem leisure feel that we have no time to 'stand and stare'?

Answer: it has been repeated because the poet want to say that man is so busy that he does not have any time for himself in feel peaceful and happy in the mix of nature which is beautiful and soothing when is just running blindly to fulfill his useless Desires
