The speed of light changes during refraction because refraction depends on the refractive index of different media

EXAMPLE: Suppose a ray of light is passing from air to water(Refractive index of water = 4/3 , Refractive index of air = 0.3333 ~=1 ) . Now we can see that Refractive index of water is greater than Refractive index of air , so ray of light faces more barriers or finds difficulty and hence the speed of light decreases depending upon the refractive index of different media.
