Why does time never stop?

Time never stops because it never began and will never end. You see, you are considering time as if it is a spatial quantity or as if it is a physical dimension. You have to stop seeing time as a separate thing to the rest of the universe. You must consider spacetime.

Spacetime is a higher-dimensional space in which all events and all possible events exist. The future is not set but, as Einstein himself once described it, when you drive along a road in car, just as the road is in front of you so too is time.

You also have to consider time in the manner described by Ursula K. LeGuin! It is both sequential and cyclical. It revolves in massive cycles of cause and effect but for us, puny beings, within a cycle each event seems sequential or linear. To explain where spontaneity sits in all of this would take some time with one-on-one thoughts.
