Answer: When you put dough into the hot oil outer layer of dough is more closer to oil so, quickly it's water gets evaporated making the outer layer hard as, the heat goes into inner layer of dough water gets evaporated too but outer layer became hard. The water vapour get trapped inside the dough and making three layers.
