Why does water change blue litmus paper red ?

blue litmus paper turns red in contact with acidic substances and red litmus turns blue in contanct with basic substances so if the water is netural then none of the litmus papers will react if it is acidic the blue litmus turns red and but with the red litmus there will be no change, if the water is basic then the red
