At 0°C the physical states of water and ice are in equilibruim. It is the melting point, water always melts at 0°C at atmospheric pressure. It has no firm freezing point. Freezing may be initiated from as 'warm' as 0°C, but if no nucleation occurs water can stay liquid down to approx.
