as we know that the white light (sunlight) consist of 7 diffrent color of diffrent wave length

when the white light falls on the surface of sea water it gets continously refracted and it splits into its seven diffrent color component this phenomenon is known as dispersion of light

Now inside the sea upto blue color is scattered, and our our eyes are sensitive towards blue , so the sea appears to be blue
