Wettability is explained by attractions of molecules - water and wax.

The attraction forces among molecules of mercury or among molecules of water or among molecules of was are called cohesive forces.   These attractions are among the same material molecules.

The attraction forces between molecules of mercury and molecules of glass are called adhesive forces.  - between molecules of different substances.

Adhesive forces between was and other substances is very less.  Their cohesive forces are very high.  So wax molecules do not mix with water.

Water wets glass , cloth because the adhesive force between these materials and water are more than the cohesive forces, in either glass or in water.
