The main sources of rainfall in India are:

1) South West monsoon
* Arabian Sea branch
* Bay of Bengal branch
2) North East monsoon
3) Retreating monsoon

Western Rajasthan, South punjab and Northern gujarat are situated at a place where these winds give negligible rainfall.

1) Arabian sea branch don't rain in these places as the Aravalli ranges is parallel to the direction of Arabian sea branch of South west monsoon.
Bay of Bengal branch don't give much rain, as it moves from East to West and thus, on reaching these places in the west, they lose their moisture and capacity to rain.

2) North East monsoon gives rain only in coromandal coast.

3) Retreating monsoon gives rainfall a to coromandal coast.

SUMMING UP:
The reason behind the scanty rainfall in western Rajasthan, southern Punjab and northern Gujarat are as follows:

* Aravalli range is parallel to the direction of monsoon.
* Height above sea level is very less.
* Temperature is very high.

Western Rajasthan, southern Punjab and northern Gujarat only receives rainfall from the WESTERN DISTURBANCE which is also very less in amount.
