Why doesn't copper (II) oxide react with water to form a base?
Someone told me that forms a layer to prevents the reaction but I didn't understand

Cu+2 does not react with water. This is because it reacts with the atmospheric oxygen and forms a coating of CuO, copper oxide, which prevents it from reacting further. The same thing happens with aluminum as well. In case of an aluminum object, an inert layer of Al2O3 is formed on the surface of the object which prevents further reaction.
