It doesn't rain when there is clouds Because there isn't any vertical movement in the atmosphere. Vertical movement causes more clouds to build up and that eventually leads to rain. Why doesn't fog rain, other than drizzle? Same thing, no vertical movement, they just lay flat on the ground.
