why doesn't it always rain when we see clouds

Because the certain value of clouds seems to be rain but it doesn't happen due to the Perspective of less amount of storage of water vapour in the clouds

some clouds do not rain as there is less or no water vapour in them . if the clouds do not reach saturation point it doesnt rain. further sometimes clouds are formed by dust too.
