Why don't shopkeepers bargain in shopping malls, while they may bargain in weekly markets?

To do their services and they were poor so thats why they were not in the weakly markets

In shopping malls prices are fixed and given by all taxes but in markets shopkeepers have their own manufactured amount .While asking the amount shopkeeper keep large margin to earn more profits and have new items of product but in malls, they have products which have less days left to be expired...
