Leaves of lotus normally have the layer of mucus that doesn't allow plants to easily come in direct contact with the water.
Living lotus leaf is adapted for water and cellular functions are kept from decomposing.
It doesn't rot despite in continuously water.
With little lignin-attacking flora some logs last indefinitely submerged in cold water.

Answer: Because they need all what they want , namely sunlight , carbon dioxide [through difffusion] , chlorophyll and soil .
