Why dont the banglemakers organise themselves into a cooperative?

The bangle maker can't organise themselves into a co-operative because they are trapped in a vicious circle of sahukars, middlemen, policemen up bureaucrats and politicians. If they tried to organize themselves they would be beaten by policemens and also be send to the jail..
