Why dose a measurement need both a ‘number’ and a ‘unit’ for its complete specification?

It is because if there is no number, then we will not know how much is the measure. If there is no unit, we will not know what unit ( it can be anything - m, cm, km, l, ml, etc.) . So we should always specify.

Suppose someone told you that it's 15.
What will come in your mind?
It can be anything like date,length,weight,area,speed,density etc.

Ok now suppose that person specified that it's 15 long.
Now we know he's talking about length but 15?How much is 15?
For someone it can be the distance between two atoms or for some it can be the distance between sun and earth. That is why we need measuring units which are same for everyone,everywhere.

And if there would be only units then how will you measure things.
