steam burns more severely than boiling water because the steam has absorbed its latent heat of vapourisation during change in its state from liquid to vapour
whereas
water is in liquid form has not absorbed it latent heat of vapourisation
and so when steam touches our skin it condenses and releases that latent heat on our skin cauising severe burns
