why earth absorbs electricity if soil or marble can't .......?

what I mean to say....ki earth absorb Kar Kaise leti h electricity KO.... jabki jo eath ki top layer h like soil Woh current pass nhi hone deti.... it's an insulator... still earth electricity ko absorb KR Leti h.....​
