Earth has an atmosphere no matter where it's viewed from. 71% of its surface is water, and water reflects the blue wavelength, so although astronauts are outside of the atmosphere, its overall hue from space is blue.
Outside the envelope of Earth's atmosphere, where there is nothing to reflect sunlight, space, the “sky” is black.
