Electricity is the movement of charged particles through a conducting medium. Usually we think of electrons moving through a wire. However,it is the electrons that are matter and not their movement.

Because matter is that substance that we can touch or feel , but incase of electricity we can feel it but can't touch e.g. air is matter because it contains dust particles and gases but electricity is a energy made up of charged ions .
