noble gases have fully filled orbitals hence they do not gain electrons easily because they dont want to lose their stability and hence they have high electron gain enthalpy while in case of magnesium and phosphorus they accept the electron easily compared to noble gases because of unfilled outermost orbital and have nearly 0 electron gain enthalpy
