why electron is called as universal constituent of all matter

Atoms comprise all matter and electron is also a vital part of every atom. So electron is called as universal constituent of all matter.( But electron is absent in H- atom do it would be better to call Proton and neutron with that name)

Electrons are part of all matter. They are present in all atoms of all substances.

It's the electron which decides the chemical properties and some physical properties.
