It is because the bond present in the atom of water is very strong so that they cannot break easily while in ethyl alcohol the bonds are not strong like water so it has low boiling point than water.

The hydrogen bonding between the molecules of water is higher than the bonding between the molecules of ethanol which means more heat energy is required to break the bonds of molecules of water which leads to the increase in collision of the water molecules there by increasing the boiling point.And a like water ,ethyl alcohol has low boiling point .
There are less extensive hydrogen bonding between ethanol molecules than between water molecules, thus less energy is needed to vaporise ethanol than water and water has a higher boiling point than ethanol.
