Why exercising the right to vote is citizen fundamental duty?

the right to vote is a fundamental duty of citizen because the election is one which leads to democratic country. if no vote are given to any leader it will happen that parliament have to make leader by their own .then what will be the difference left in the democracy and dictatorship
