See, when FeCl3 is treated with water it forms Fe(OH)3 forming Fe3+ ions(in excess) and these positive ions are adsorbed.(preferentially)
But when FeCl3 is treated with NaOH there is also formation of Fe(OH)3 but now OH- ions are in excess therefore they will get preferentially adsorbed thus forming negatively charged Sol.
